2nd Mesmer + Ritualist Heroes
I think we've had it confirmed many many times over that there are 2 Warrior Heroes (Koss and Goren), 2 Ranger Heroes (Acolyte Jin and Magrid), 2 Elementalist Heroes (Acolyte Sosuke and Zhed), 2 Necromancer Heroes (Olias and Master of Whispers. Yes, he's a Necromancer. Deal with it), 2 Monk Heroes (Dunkoro and Talkhora), only 1 Mesmer Hero (Norgu), one Paragon Hero (Morghan), one Dervish Hero (Melonii), one Assassin Hero (Zenmai), and the variable hero (Razah).
Almost all professions are represented and almost all core professions have 2 heroes. Why are we missing a second Mesmer Hero and a Ritualist hero completely?
The easy way to fix that is to make them both Campaign exclusive, like Olias and Zenmai. a 2nd Mesmer hero could be Prophecies exclusive, and the Ritualist Hero could be Factions exclusive.
